For three and a half months, Andy Burnham has been “in campaign mode”, said The Telegraph. He fought and won the Makerfield by-election, “ousted” Keir Starmer as Labour leader and prime minister, and “spent the summer seeking to establish his credentials for the job”. He has been in No. 10 for 42 days without facing the Commons: longer than any prime minister in British history.
But today, “the honeymoon is over”. Parliament reconvenes after the summer recess, and Burnham and his newly formed government face MPs in the House of Commons. Time for him to “stop campaigning and start governing”.
If there’s one thing Burnham’s “friends and enemies can agree on”, it’s that he’s a “nice guy”, said Martin Ivens in Bloomberg. “Niceness is a bankable political asset.” But some allege he’s “too nice: a political chameleon who likes to be liked, lacking the backbone to confront either his party or the voters with uncomfortable truths”.

Burnham’s team denies such charges, saying he will set out a more comprehensive 10-year plan later this year, said Jim Pickard for the Financial Times. But in at least seven areas, Burnham has already “backed away from his original position”. And on vital matters like welfare cuts and increased defence spending, Burnham seems to have inherited Starmer’s “vice of ducking hard decisions”, said The Times editorial board. No fool, he knows that “spiralling working-age health benefits” and the triple lock state pension are “unsustainable”. But he’s “kicked the can down the road” with a Starmer-style “flimsy alibi”: two “interminable reviews”. Burnham is shaping up to be a “new compère for an old and recognisable show”.
So far the public is responding well to Burnham’s “humanity and emotion”, said Isabel Hardman in The i Paper. But this also could be his downfall. To prevent the killers of PC Andrew Harper from being eligible for the early release prisoner scheme, Burnham tweaked the criteria to exclude anyone convicted of manslaughter. Of course politics “should be conducted with humanity and empathy”, but the PM “simply cannot respond with emotion” to all victims, especially given the “profound” consequences for our overcrowded prisons. How will he bear the “roar of thousands of campaigns” and grieving loved ones on other issues?
Don’t underestimate the “importance of sentiment in economics”, said John Rentoul, The Independent’s chief political commentator. Starmer and Reeves failed to grasp that: they overdid “the doom and gloom” before their first Budget, and “allowed the dead weight of negative speculation” about their second to “gain its own momentum, dragging the economy down”.
Burnham and Chancellor John Healey – “Dr Feelgood and his cheerful sidekick” – seem to understand this, and are downplaying the upcoming Budget accordingly. Consumer and business confidence are rising, and (despite the Iran war) there is “no pressing need yet for immediate tax rises”. “Easy to dismiss as ‘just vibes’, the optimism of the new administration matters.”
What next?
Today Burnham will “signal fresh measures to help voters with the cost of living”, said the Financial Times, “drawing a clear dividing line” with the newly reshuffled Conservatives, whose leader he will face at Prime Minister’s Questions tomorrow.
Ultimately, Burnham will be called to take “decisive action” on the economy, said The Times. Britain’s national debt is almost £3 trillion: equivalent to about 94% of GDP, and costing more than £100 billion a year in interest to service, and this “mountainous liability must be tackled”. In the end, said The Telegraph, Burnham will be forced to make decisions that “will make him unpopular among potentially large swathes of the population”.
