Out-licensing deals have become the primary funding lifeline for cash-strapped Chinese drug makers, surpassing initial public offerings and pre-IPO fundraising, according to analysts. The shift comes as record-breaking cross-border agreements helped some previously loss-making Chinese biotech companies turn profitable in the first half of 2026, though multinational drugmakers are now indicating plans to tighten their deal budgets.

Analysts note that partnerships with global players have overtaken IPOs and pre-IPO fundraising as the main source of capital for Chinese biotech firms seeking to advance drug discovery, clinical development, and regulatory approval. However, questions persist about the long-term sustainability of relying on overseas licensing income.

Cui Cui, head of healthcare research for Asia at Jefferies, said Chinese biotech assets remain highly cost-effective relative to global peers. She added that if big pharmaceutical companies become more selective in their spending on acquiring new drugs, Chinese biotech assets may appear even more attractive.

China’s cross-border deals for innovative drugs reached a record US$110 billion in the first half of the year, with 81 agreements signed—about 80 percent of the total for all of last year. Tony Ren, head of Asia healthcare research at Macquarie Capital, described the figure as quite sizeable compared to IPO proceeds.

In contrast, healthcare and drug companies raised HK$14.1 billion (US$1.8 billion) through 11 first-half listings in Hong Kong, according to Deloitte, while six biotech and healthcare firms went public on mainland China’s A-share market, raising a combined 2.12 billion yuan, according to EY.
