Kazakhstan Launches First Bond Market Guide with ADB

Kazakhstan has released its first-ever Bond Market Guide, developed jointly by the National Bank of Kazakhstan (NBK), the Agency for Regulation and Development of Financial Market, the Ministry of Finance of Kazakhstan, the Astana International Financial Centre (AIFC), and the Asian Development Bank (ADB).

This marks a significant milestone in the country’s financial market development.

The guide was created under the ASEAN+3 Bond Market Guide initiative, part of a broader effort led by the ASEAN+3 Bond Market Forum (ABMF), whose secretariat is supported by ADB. Kazakhstan joined the forum as an official observer in 2025, signaling its intent to integrate more closely with regional financial markets.

The document provides a comprehensive overview of Kazakhstan’s bond market, covering its historical development, key milestones, and the legal and regulatory framework.

Additionally, the guide outlines the country’s market infrastructure, including trading, clearing, and settlement systems on the Kazakhstan Stock Exchange (KASE) and the Astana International Exchange (AIX).

Special attention is given to the AIFC jurisdiction, highlighting its unique legal framework, taxation rules, participation costs, and access conditions for foreign investors. The guide also identifies current challenges, development priorities, and future growth opportunities for Kazakhstan’s bond market.
